The 2004 edition of the Manual is intended for use
by the liaison(s) designated by each agency and institution
of higher education in meeting the requirements of the law.
It describes the Texas State Publications Depository Program
at the Texas State Library, for which the law serves as a basis,
and provides guidelines for creating publications and sending
them to the Program. In addition, it explains how materials
are collected and distributed, describes methods of bibliographic
and public access, and notes resources and other finding aids
for Texas documents. Appendices follow the main text, providing
transcriptions of statutes and regulations, a directory of depository
libraries, compliance summary sheets, forms, guides for participating
in the program and samples of various types of publications
standards. It is a best practices guide for designing Texas
government publications, making them available through the Program,
and ensuring their preservation for future researchers.
