How to report Loan Star Libraries (LSL) grant funds:

How the funds were used will determine where they will appear on your annual report.

Income

LSL funds received should be reported in Section 5 of the annual report. If the funds were used in the operation of the library, they should be reported in item 5.5. If they were used on capital outlay, the amount should be reported in item 5.17.

Expenditures

If the funds were used to supplement your operating expenses, they will go in Section 3 of the report as either salary, collection, or miscellaneous expenses.

If the money was used for capital outlay, it should be reported in item 3.12 of the expenditure section. These are funds expended for the acquisition of or additions to fixed assets such as building sites, new buildings and building additions, new equipment (including major computer installations), initial collections, furnishings for new or expanded buildings, and new vehicles. These expenditures exclude replacement and repair of existing furnishings and equipment, regular purchase of library materials, and investments for capital appreciation.

Any LSL funds that were reported in items 3.1 through 3.12 should be subtracted from the totals in Section 4 of the report. If LSL funds were used to purchase library materials, the amount should be deducted from the total in 4.1 and 4.2. If the funds were spent on salaries or miscellaneous items, the amount should be removed from the total in 4.2.

The amount in 4.3 should reflect only the amount of local government support from a library district, city, county, and/or school district that was reported as spent in Section 3.

Minimum Standards for Accreditation of Public Libraries in the State Library System

§1.85 Annual Report

A public library shall file a current and complete annual report with the Texas State Library and Archives Commission by April 30. Revisions to the annual report which would affect membership status for the next fiscal year will not be accepted after July 31. Staff vacancies that occur after the report is filed shall not adversely affect applications for system membership in the next fiscal year. Staff vacancies that occur prior to filing the report which affect system membership must be filled and reported prior to July 31. Willful falsification of annual reports shall cause the library to be disqualified for one year in the first instance and disqualified for three years in the second instance.
