We, as Federal and State agencies that work with Head Start
grantees and public libraries in Texas, agree to work together to support
local partnerships between public libraries and Head Start grantees.
PURPOSE: To encourage public libraries and
Head Start grantees to collaborate actively to promote literacy between Head
Start children and their families.
GOAL: To integrate books and other library
resources and services into the day-to-day learning experiences of Head Start
children and their families.
OBJECTIVE: To encourage and facilitate the
implementation of the ACF Library Project between Head Start grantees and
their community libraries within the State of Texas by:
- Assisting Head Start children and their families in securing library cards;
- Promoting the library card project through newsletters, internet, and
other avenues of communication;
- Providing opportunities for Head Start children and their families in
learning to access services and community resources provided by local libraries.
IN WITNESS WHEREOF, the above represents the agreement reached between the
Administration for Children and Families/West Central Hub/Region VI, the Texas
Head Start Association, and the Texas State Library and Archives Commission.
The parties have caused this MEMORANDUM OF UNDERSTANDING to be executed by
their duly authorized representatives on July 8, 2002.
