Library Services and Technology Act Competitive Grant Programs for State Fiscal Year 2012

The Texas State Library and Archives Commission (TSLAC) expects to offer two federally funded competitive grant programs for fiscal year 2012 (September 1, 2011 to August 31, 2012). New guidelines will be released in November 2011. Program descriptions for Fiscal Year 2011 are provided for reference and planning purposes.

Program Descriptions

Cooperation Grants

This grant program provides funds for programs that promote cooperative services for learning and access to information. Programs involving collaboration are encouraged. Programs must emphasize improved services by the library to its customers. Programs may be in the following categories:

  1. Expand services for learning and access to information & educational resources in a variety of formats;
  2. Develop library services that provide all users access to information through local, state, regional, national, & international electronic networks;
  3. Provide electronic and other linkages between and among all types of libraries; or
  4. Develop public & private partnerships with other agencies & community-based organizations.

It is anticipated that $300,000 will be available; the maximum expected award is $75,000. Successful projects are funded for a one-year period beginning September 1, 2010. Funded applicants are eligible to apply for funding for each of the two years following the initial grant award.

Special Projects Grants

This grant program provides funds for programs that expand library services to all members of the library's community. It enables libraries to develop programs for populations with special needs. Programs involving collaboration are encouraged. Programs must emphasize improved services by the library to its customers. Programs may be in one of the following categories:

  1. Target library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, and to individuals with limited functional literacy or information skills.
  2. Target library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children from families below the poverty line.

It is anticipated that $300,000 will be available for the program with a maximum expected award of $75,000. Successful projects are funded for a one-year period beginning September 1, 2010. Funded applicants are eligible to apply for funding for each of the two years following the initial grant award.

Grant Management System:

Texas State Library and Archives (TSLAC) uses a Grant Management System (GMS) that enables applicants to apply for grants electronically through a web portal. The link is:

The GMS has the following capabilities:

  • Grantees apply for and manage grants through a web portal
  • Financial status reporting
  • Viewing of approved applications
  • Grant budget and program revisions
  • Requests for payment with disbursement history

Grant reviewers will refer to these scoring rubrics when reviewing the Special Projects and Cooperation proposals.
