Welcome to the Loan Star Libraries Online Plan of Action

Instructions for Completing the Form:

• Log in to the Grant Management System (GMS) to submit your application: https://gms.tsl.state.tx.us
• if you cannot locate your username or password to the system, please click on 'forgot your username or password' and follow the instructions on the screen.

Once logged in, select "Open Application" from drop-down menu.

Award letters have been mailed for FY2011. All legally established public libraries in Texas that meet the Minimum Standards for Accreditation of Public Libraries in the State Library System as set forth in the Library System Act are eligible to receive grant funding under this program. In FY2011, 542 public libraries will be receiving grant awards from the Loan Star Libraries grant program.
