Welcome to the Loan Star Libraries Online Plan of Action

Instructions for Completing the Form:

• you will be using the Grant Management System (GMS) to submit your application. The address is https://gms.tsl.state.tx.us
• if you cannot locate your username or password to the system, please click on 'forgot your username or password' for assistance.

Once logged in, follow the attached instructions to complete and submit your application.

Award letters have been mailed for FY2010. All legally established public libraries in Texas that meet the Minimum Standards for Accreditation of Public Libraries in the State Library System as set forth in the Library System Act are eligible to receive grant funding under this program. In FY2010, 536 public libraries will be receiving grant awards from the Loan Star Libraries grant program.
