services and technologies.

All E-rate applicants must have an approved technology plan. Texas
libraries must submit their plans to the Texas State Library for
certification. This page explains the process of creating and
submitting a technology plan.

discounts in the first seven years of the E-Rate program. This
is a summary of E-rate funded disbursements to libraries, amount

Discounts
Myths and reality about the 25% discount that all telephone companies
must provide on any tariffed voice or data service which is used
at least 50% for "information sharing."

The Gates
Foundation
The Bill & Melinda Gates Foundation U.S. Library Program works
in partnership with public libraries to provide access to computers,
the Internet and digital information for patrons in low-income communities
in the United States.
Texas Responds Grants
Texas Responds
The Texas Responds grant program will assist public, school, and
academic libraries that sustained damage to their libraries during
Hurricane Ike, in restoring services and programs to their patrons.
This grant program will fund operating expenditures such as supplies,
library materials, equipment, furniture, and contractual services.
Minor repairs may be allowed; please inquire with specific questions.
Applicants must be located in a county declared a disaster area.
These counties are Anderson, Angelina, Aransas, Archer, Austin,
Bell, Bexar, Bowie, Brazoria, Brazos, Burleson, Calhoun, Cass, Chambers,
Cherokee, Collin, Colorado, Comal, Coryell, Dallas, Denton, Ellis,
El Paso, Fort Bend, Franklin, Freestone, Galveston, Grayson, Gregg,
Grimes, Hardin, Harris, Harrison, Henderson, Hill, Hopkins, Houston,
Hunt, Jackson, Jasper, Jefferson, Johnson, Kaufman, Lamar, Lavaca,
Leon, Liberty, Limestone, Lubbock, Madison, Marion, Matagorda, McLennan,
Milam, Montgomery, Nacogdoches, Navarro, Newton, Nueces, Orange,
Panola, Parker, Polk, Potter, Randall, Robertson, Rusk, Sabine,
San Augustine, San Jacinto, San Patricio, Shelby, Smith, Tarrant,
Titus, Tom Green, Travis, Trinity, Tyler, Upshur, Van Zandt, Victoria,
Waller, Walker, Washington, Webb, Wharton, Williamson, Wise and
Wood. Approximately $200,000 is available. There is no maximum award

Loan Star Libraries Program
Loan Star Libraries is a direct state aid program
for Texas public libraries. All legally established public libraries
in Texas that meet the Minimum Standards for Accreditation of
Public Libraries in the State Library System as set forth in the
Library System Act are eligible to receive grant funding under
this program. The total allocation is based on a library's provision
for statewide access.

Texas Reads Grants
The Texas Reads Grant funds public library programs
to promote reading and literacy within local communities. This
program is administered by the Texas State Library and Archives
Commission (TSLAC) and funded by proceeds of the sale of Texas
Reads specialty license plates available through the Texas Department

- Library Systems Grant Information
The Texas State Library and Archives Commission awards federal
LSTA and state monies to operate ten regional library systems.
Funds are awarded under the authority of the Library
Systems Act [.pdf] and are allocated according to an established
formula described in the Act.
- Outcome Measures

Outcome measurement is a systematic method of assessing the
extent to which a program has achieved its intended result.
It answers two important questions: “How has my program
made a difference for my target audience” and “How
are program participants better off as a result of experiencing
my program.”
