SUMMARY:
Performs advanced, senior-level grant monitoring, development and coordination. Work involves tracking the use of funds awarded to libraries through the American Recovery and Reinvestment Act of 2009 (ARRA), assisting the agency and Texas libraries with completing and submitting grant applications, and serving as a liaison among local, state, and federal funding sources and Texas libraries, with special emphasis in the areas of broadband telecommunication deployment and E-rate discount programs. Works under limited direction with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:
Develops policies and procedures to track the use of funds awarded to libraries through the ARRA, and other sources.
Researches and identifies sources of external funds and creates proposals to secure funds for new grant opportunities and grant renewal opportunities.
Serves as an expert resource for policies, rules, and timelines for ARRA and other funding opportunities. Coordinates the application of funding requests by the agency on behalf of Texas libraries.
Initiates and coordinates cross-functional workgroups composed of internal and external stakeholders to develop program objectives, work plans, and budgets.
Serves as a liaison between the agency, the State, and grant funding sources.
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Bachelor’s degree in public or business administration, history, government, or related field. Experience may be substituted for education with 1 additional year of experience in at least four of the eight specific areas listed below plus at least 90 credit hours in public or business administration, history, government, information science, or related field.
Two years of professional experience in at least four of the following eight specific areas: grant management, grant proposal development, intergovernmental communication, public policy development, local government project management, state government project management, federal government project management, and private-sector project management.
Demonstrated experience in managing and evaluating programs.
Experience with Microsoft Excel, Word, or similar software to process complex documents and spreadsheets.
Ability to interpret and explain statutes, administrative rules, and grant guidelines.
Ability to synthesize raw data to formulate conclusions and write analytical reports.
Ability to speak before groups, to conduct training, and plan meetings.

PREFERRED QUALIFICATIONS:
Master's degree in library science, public or business administration, history, government, or related field.
Professional experience in a library or library system.
Experience in the deployment of broadband telecommunication technology.
Experience in the administration of a government program, in a minimum of three of the following areas: management, budgeting, policy analysis, grants administration, working with governing or advisory bodies, project planning, monitoring, reporting, and evaluation.
Experience or formal education in strategic planning, systems analysis, policy development, statistics, evaluation, using statistical or database software, grant writing, or designing web-based documents.
Experience in negotiating creative solutions and resolving differences among groups.
Experience in planning and conducting workshops or other training, and planning meetings.

OTHER REQUIREMENTS:
Submit complete college transcripts. Submit portfolio of writing samples, reports, or training materials.
Applicants selected for interview will be required to make a 15-minute presentation on an assigned topic.
Travel by airplane and personal auto required; estimate 10-20% of time. Overtime work required.
