SUMMARY:
Serves as the Texas State Archivist with responsibility for providing direction and guidance for strategic planning and
operations of the Archives and Information Services Division of the Texas State Library and Archives Commission (TSLAC). Establishes division goals and objectives, develops policies and measuring tools to evaluate division activities. Works under minimal supervision with extensive latitude for initiative and independent judgment.
ESSENTIAL TASKS:
Sets strategic direction for and manage the Archives and Information Services Division including the Archives, the Texas Family Heritage Research Center, the Reference and Information Center, and the Sam Houston Regional Library and Research Center in Liberty.
Achieve the service objectives of and control the unit cost of operations in the Archives and Information Services Division.
Prepare budget requests and control expenditures.
Maintain facilities and property and negotiate and administer contracts and agreements.
Represent TSLAC to the public, to organizations, and to elected officials.
Support policy and rule making activities of the Commission and advisory boards.
Research and recommend changes in federal and state law, policy, and procedures.
Research, write, and/or prepare materials, reports, and articles for publication by TSLAC.
Coordinate the efforts and activities of the Texas Historical Records Advisory Board. Oversee the agency’s records management program.
Attend work regularly and in accordance with agency leave and attendance policies.
Comply with all applicable agency policies and procedures, including safety and standards of conduct.
Other duties as assigned.
MINIMUM QUALIFICATIONS:
Master's Degree in History, Library and Information Science, Government, or in a related field. Bachelor's degree with six years successful professional experience in public archives or records management may be substituted for Master’s degree.
Three years successful professional experience in public archives or records management.
Three years successful experience at a management level, including supervision and budgeting;
Knowledge of local state and federal laws and regulations related to Archives and Information Services
Ability to organize and direct division activities.
Ability to plan, assign, supervise and evaluate the work of others.
Ability to analyze data, to formulate conclusions, and to write reports.
Ability to speak before groups and testify before elected and appointed officials.
Ability to conduct planning or business meetings.
Ability to work well with individuals and organizations.
PREFERRED QUALIFICATIONS:
Experience in the application of automated information systems to library, archival, records management, or business problems.
Experience in the application of micrographic systems to library, archival, records management, or other business problems.
Experience in designing and presenting workshops and writing training materials for the continuing education of professionals or managers.
Knowledge of Texas history and of Texas state and local governments as demonstrated by six semester hours of college level course work or by some experience working in or with Texas state and local governments in an elected, management, consulting, or professional position.
OTHER REQUIREMENTS:
Complete college transcripts. Portfolio of writing samples.
Travel by personal auto and commercial air occasionally required.
Criminal history check will be required of successful applicant.
Applicants selected for interview may be asked to make a short presentation.
Overtime and/or evening work may be required.
SUPERVISION:
Supervises the Assistant Directors, Administrative Secretary, Director of the Sam Houston Center, Digital Imaging Specialist, Cataloging Section staff, Preservation Officer, and Records Manager. Reports to Assistant State Librarian.
