 Summary
Oversees the Administrative Services division of the Texas State Library & Archives Commission. This includes Accounting, Human Resources, Purchasing, Reproduction, Receiving and Mail Services. Serves as Chief Fiscal Officer, HUB Coordinator and Risk Manager for the agency. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns, and supervises the work of others. Works under limited supervision with extensive latitude for the use of initiative and independent judgment.

Essential Functions:
Serve as chief fiscal officer, supervising and assuming responsibility for all funds of the Library.
Supervise and manage Accounting, Human Resources, Purchasing, Reproduction, Receiving, and Mail services.
Serve as the agency HUB Coordinator.  Serve as agency Risk Manager and Safety Officer:
Support the policy and rule making activities of the Commission. Monitor and report changes in federal or state law, policy, or procedures and research and recommend changes in state law, policy, or procedures. Review, edit, and approve all contracts for the agency.
Represent the Library to the public, to organizations, and to elected officials. Attends work regularly and in accordance with agency leave and attendance policies. Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Other duties as assigned.

MINIMUM QUALIFICATIONS:
Bachelors degree with major in accounting, finance, business, management, banking, or related field.
Two years experience in accounting work, including general ledger, accounts receivable, accounts payable, budgeting, and reporting; OR, two years experience preparing, analyzing, or managing complex budgets.
Two years experience using spreadsheets or databases to analyze financial data and prepare analytical reports.
One year experience using State of Texas automated systems (ABEST, USAS, etc.), or another accounting system in a Texas state agency.
One year of managerial or supervisory experience.
Ability to analyze data, to formulate conclusions, and to write reports.
Ability to speak before groups and testify before elected or appointed officials.
Ability to conduct planning or business meetings.
Ability to work well with individuals and organizations.

PREFERRED QUALIFICATIONS:
Degree or coursework in public administration or related area.
Experience designing, conducting, or evaluating programs in the following areas: customer service, HUB purchasing, safety and risk management, grant administration, or performance benchmarking.
Experience or coursework in human resources, accounting, purchasing, risk management or related administrative areas.
Experience managing state or federal grants.
Experience conducting or reviewing internal investigations, or budget and performance analysis.
Experience working with internal and external auditors.
Experience with benefits programs (UGIP, Texflex, Worker's Compensation, etc).
Experience with printing, receiving, or mail services.
Experience developing or conducting training presentations.
Certified Public Accountant.

OTHER REQUIREMENTS:
Submit writing samples including a sample of complex spreadsheets created; and complete college transcripts.
Will be required to make a presentation on selected topic at the time of interview.
Criminal history check required of successful applicant.

SUPERVISION:

Reports to the Assistant State Librarian. Supervises staff of 17.5 FTE.
