About Our Commission

The "Texas State Library and Archives Commission" is both the official name of the agency and the name of its governing board. The seven members of the Commission are appointed by the Governor, who also designates a chair, and are confirmed by the Texas Senate. Commissioners serve staggered six-year terms; terms begin September 1 of odd-numbered years, following each session of the Texas Legislature.

Over the nine decades of the Commission's existence, its members have included both celebrated Texas political and civic leaders and ordinary citizens distinguished by their love of and commitment to libraries. Duties of the Commission include:

  • Appointment and supervision of the Director and Librarian and Assistant State Librarian;
  • Review and approval of the State Library's strategic plans, appropriations requests, operating budgets, internal audit documents, employment and management policies, and the like;
  • Review and adoption of rules for administering the State Library's legislative mandates - for example, grant programs, standards for library accreditation, records management rules and schedules, and customer service policies.

The Commission generally holds from six to ten meetings each year, usually in Austin at the Lorenzo de Zavala Building, the State Library's headquarters in the Capitol Complex. Citizens are always invited to attend meetings, address the Commission, or review the minutes of prior meetings or the agendas of upcoming ones. (The latter are published in the Texas Register, along with the proposed text of rules to be reviewed, at least two weeks prior.)

Sandra J. Pickett, Chairman

Pickett was first appointed to the Commission in 1995 by Governor George W. Bush. She is a dynamic leader with a strong interest in libraries of all kinds. Pickett served as Liberty City Council member from 1974-1998, as well as Liberty mayor pro tem from 1976-1998. Pickett is the past president of the board of directors of the Houston-Galveston Area Council of Governments (HGAC), and has a long record of service to the Texas Municipal League, the Texas and National Associations of Regional Councils, and the National League of Cities. She is currently on the Board of Preservation Texas and Texas Independence Trail Region.

Pickett is also president of the Atascosito Historical Society, the friends group of the TSLAC's Sam Houston Regional Library and Research Center, and has served as president of the Liberty County Historical Commission. She holds degrees from the University of Texas at Austin and the University of Houston.

Sharon T. Carr

Sharon T. Carr was appointed to the Texas State Library and Archives Commission in Nov. 2005, by Governor Rick Perry. Ms. Carr currently serves as administrator for Library Learning Resources in the El Paso Independent School District, a position she has held since 1990. Prior to that time she was an elementary school librarian at El Paso ISD for 17 years. Ms. Carr holds an M.S. in Library Science from the University of North Texas, and has been honored by the School of Library and Information Sciences as an Outstanding Alumna.

Ms. Carr is actively involved in a number of professional organizations, including the Border Regional Library Association, the Texas Association of School Library Administrators, and the Texas Library Association. Ms. Carr served on the Texas State Library and Archives Commission School Library Standards Advisory Committee twice. The committee was responsible for drafting statewide school library standards in 1995-97, and then revising them in 2002-04.

Martha Doty Freeman

Governor Rick Perry appointed Martha Doty Freeman to the Texas State Library and Archives Commission on Jan 12, 2004, to fill the expired term of Kenneth R. Carr of El Paso.

Freeman is a self-employed historian. Prior to her appointment to the Texas State Library and Archives Commission, Freeman served as a member of the Texas Historical Records Advisory Board. She is a graduate of The University of Texas at Austin and Lawrence University as well as a graduate fellow of the Smithsonian Institution. Freeman will be serving as the TSLAC liaison to the THRAB Board.

Cruz G. Hernandez

Governor Rick Perry appointed Cruz G. Hernandez to the Texas State Library and Archives Commission on Jan 12, 2004. Hernandez does not replace any member of the commission; he became the commission's seventh member (pursuant to SB 287, 78th Legislature, Regular Session).
Hernandez is a records manager (of Civil Law, Family Law and Adoption cases) for the Tarrant County District Clerk’s Office. He holds an Associate of Arts in Criminal Justice from Tarrant County College, as well as a Paralegal Certification from North Texas State University.

Scott McAfee

Governor Rick Perry appointed Scott McAfee to the Texas State Library and Archives Commission on February 15, 2008, to fill the expired term of Sandra Gunter Holland of Pleasanton. McAfee is a service delivery executive for Dell, Inc., and brings a strong background of IT strategy, client support, service development, solution design, and relationship management to the commission. He holds a Bachelors' degree from St. Edward's University in Austin and a Master's of Business Administration (MBA) from Southwest Texas State University, now Texas State University in San Marcos.

Living daily with an appreciation of archives and history he lives in Driftwood on property that has been in the family since 1886. His family residence is recognized by the Texas Department of Agriculture's Family Land Heritage Program. It honors operational farms and ranches that have been in a family for over 100, 150 and 200 years. The family property is also the site of a historical cemetery recognized by the Texas Historical Cemetery program. McAfee is a proud volunteer with the Boys Scout of America serving as District Chaplain Corps for the Sacred Springs District.

Sally Reynolds

Sally Reynolds was appointed to the Texas State Library and Archives Commission in Feb. 2006, by Governor Rick Perry. Ms. Reynolds' library career with the Texas Legislative Reference Library spans 29 years. She retired in 1998, having served as director of the library for nearly 13 years. During her tenure as director, she was active in the Texas Library Association and the State Agency Libraries of Texas, and served on the executive committee of the National Conference of State Legislatures.

Ms. Reynolds serves as vice president of the board of trustees of the Texas Maritime Museum and is a member of the Friends of the Fulton Mansion. She's been a dedicated volunteer for Meals on Wheels for more than a decade.

Michael Waters is retired president and CEO of Hendrick Health System in Abilene, Texas, a position he held for 24 years. He still serves Hendrick Health System as senior consultant. He holds degrees from Lamar University in Beaumont and the University of Pittsburgh in Pittsburgh, Pennsylvania. He and his family live in Abilene.
