The Texas State Library and Archives Commission (TSLAC) is requesting proposals from qualified providers for an integrated library system (ILS) for its Talking Book Program (TBP). The purpose of this request is to provide a new automation system to replace the current in-house system. This system will handle circulation of materials and machines (playback equipment) to TBP’s patrons around the state, as well as all major functions routinely carried out by automated systems in the talking book libraries who are members of the national network of libraries operating under the aegis of the National Library Service for the Blind and Physically Handicapped, Library of Congress (NLS). Therefore, qualifying providers must have a history of operating systems and providing systems support within talking book libraries and currently have an ILS in operation in three or more NLS libraries.

Hub Sub-Contracting Form: In accordance with Gov’t Code §2161.252, the contracting agency has determined that subcontracting opportunities are probable under this contract. Therefore, respondents, including State of Texas certified Historically Underutilized Businesses (HUBs), must complete and submit a State of Texas HUB Subcontracting Plan (HSP) with their solicitation response.
